Napa County supervisors agree to pay former CEO $95,000 to settle lawsuit
Summary
The Napa County Board of Supervisors has settled a lawsuit with former CEO Minh Tran for $95,000. Tran had sued the county in 2023, alleging he was owed over $460,000 in severance pay after being fired in July 2022. The board initially deemed him eligible for $467,000 in severance, but later reversed course, claiming he had accepted a position with Riverside County. Tran maintained he met the conditions for severance and accused the county of breaching his employment contract and acting in bad faith.
The settlement was announced after a jury trial began but was halted due to settlement discussions. Board chair Amber Manfree stated the county believes it acted appropriately but that settling was a “responsible way to control costs and allow the county to remain focused on serving the community.”
The case stemmed from the board’s decision to terminate Tran’s employment without cause, followed by a dispute over his eligibility for severance benefits based on his pursuit of another job.
