Two more Blair County Prison inmates seek to join class action lawsuit
Summary
Two additional inmates, Steve Aman and Vincent Cowher, have petitioned to join a class action lawsuit against Blair County officials, originally filed in October 2025 by inmate Donald Earl Meyer. The lawsuit alleges violations of civil and constitutional rights due to poor living conditions, including inadequate food, pest infestations, and insufficient medical care. Aman cited a previous infection contracted after surgery while incarcerated and current unsanitary conditions, stating the jail is “so dirty and the mice (are) everywhere.” Cowher detailed overcrowding, lack of sanitation, and sleep deprivation due to inadequate cell space and constant light exposure. Currently, the class action is on hold pending payment of filing fees or a request for “in forma pauperis” standing, and Magistrate Judge Christopher B. Brown will screen the petitions for merit and provide guidance to self-represented litigants.
