Technical working group proposed for Apo Land tax settlement
Summary
Provincial Board (PB) members in Cebu have recommended the creation of a technical working group (TWG) to review a proposed P211-million compromise agreement with Apo Land and Quarry Corp. (ALQC) concerning a P1.2-billion tax assessment from 2009 to 2025. Governor Pamela Baricuatro confirmed discussions with PB members, including Neneth Reluya, Nilo Seno, Cesar Baricuatro, Nelson Mondigo, and Raymond Calderon, regarding the formation of the TWG, which may include representatives from the Commission on Audit (COA) and ALQC.
The proposal stems from court-mandated mediation, with ALQC initially offering lower settlement amounts that were rejected by the Provincial Government. The current P211.56-million offer was agreed upon by both parties. While the PB approved a committee report recommending further evaluation, some members clarified that the TWG recommendation was informal and not part of the official report.
PB members emphasize the need for careful review and legislative oversight, particularly given the significant amount involved. Previous settlements with other companies, such as Dolomite Mining Corp. and Carmen Copper, have also been noted. The Governor stressed that there is no urgency and the review is in the best interest of Cebuanos.
