Victim in Lapu-Lapu Day festival attack launches class-action lawsuit proceedings

It argues that the defendants’ negligence caused pain, suffering, and loss of income. Lo, currently held in a forensic psychiatric hospital, has been deemed fit to stand trial on charges of second-degree murder and attempted murder.
The claim further asserts that the City of Vancouver improperly categorized the festival as “low complexity” and failed to provide sufficient police presence or adequate barricades. Vancouver Coastal Health is accused of failing to pursue the detention or hospitalization of Lo despite knowing about his deteriorating mental health and previous interactions with law enforcement. Both the City and Vancouver Coastal Health have declined to comment on the ongoing legal proceedings.
